Mijas drives the regularisation of supplies to irregular homes on undeveloped land

The owners of such buildings may sort out their contracts for electricity, water or telephone as long as they demonstrate that at least one person is living in the household and it is listed on the land registry.

The entry into the Ley de Ordenación Urbanística de Andalucía (LOUA) will allow the City of Mijas to help regulate supply services - electricity, water or phone to many living units located on undeveloped land.
 
This is a modification of the LOUA, which will apply from the last day of February which will allow owners of these homes to sort out their its contractual relationship with the various utility companies which will put an end to a situation which had caused numerous problems for the provisional status of contracts and accountants.
 
In most cases this is related to houses built without a license, have had “light work” undertaken on them and have been provisional for four or more years. Endesa have been trying to regulate these properties asking the owners of such houses in the undeveloped land to contracting them with the required license of first occupation.
 
The city could not extend the certificate if the housing has been built without a proper building permit, which places the owners in a dead end. In fact, in many cases, utilities have cut the supply, forcing the owners to source generators.
 
Changing the LOUA is, according to the concejal de Urbanismo, Manuel Navarro, "fundamental" to normalise the situation for homeowners on undeveloped land, a circumstance that affects about 150 landowners in the municipality of Mijas.
 
The owners of such dwellings who have temporary supply contracts will from 1st March apply at the Town Hall of Mijas for a certificate which will allow Endesa be hired as a service. Applications must be accompanied by the registration and at least one person must livein the home in question and demonstrates, through certification of qualified technicians that the housing has been built at least four or more years ago or alternatively, that the building is recognized on the land registry.
 
"We want to eliminate bureaucracy and facilitate the procurement of services," said Councillor Manuel Navarro, "so let's just apply the basic documentation" in order to provide users with the hiring of services.
 
This is a temporary measure which will help develop the process of regularisation of housing undertaken by the municipality of Mijas, and does not affect, explained the edil responsible for política urbanística, irregular housing located on undeveloped land.
